Support
service contractor personnel provide valuable services to
LaRC and these contractors are essential to accomplishing
our mission. However, close NASA-contractor involvement, which
may be necessary in an integrated working environment, can
heighten the risk for creation of personal services relationships.
Personal services occur when a contractor is treated like
a civil service employee. For example, contractors must not
be supervised or assigned work by Government employees. Such
personal service situations are prohibited and must be avoided.
Therefore,
it is essential that all LaRC civil service employees working
with support contractors understand NASA procurement regulations
regarding the contractor workforce and ensure that we avoid
entering into personal services situations. This is especially
true for the contractors that are providing clerical and administrative
support. The following document will give you guidance on
this matter.
